OXbyEL has generated over $3.5M in undiluted funding via US Air Force, National Science Foundation, EPA, and Private Sector Fortune 500 contracts and grants. The technology has been derisked with numerous prototypes, and OXbyEL has two MVP level projects scheduled for 2025, one with a DoD customer at a City of Tucson drinking water well and the second with a large North American Utility. Municipal, industrial, and military end- users are keen to engage OXbyEL’s differentiating technology. Ed Ricci

President, CEO, And Co-Founder

As President and CEO, Ed brings over 35 years of executive level leadership to OXbyEL. His background includes marketing, business development, strategic sales initiatives, personnel management, organizational structuring, and operations management.

Prior to OXbyEL, Ed was SVP and leader of a nationwide Consultancy’s Environmental Services business where he grew and managed a $100M practice for 22 years. He specialized in business growth and leadership, and in the technical areas of groundwater contamination, Superfund/ RCRA, industrial water, and regulatory permitting and compliance. Ed met co-Founder Dr. Legzdins when they were both consulting on wastewater treatment plant performance at an oil and gas refinery. Based on their combined passion around eliminating pollutants in water and wastewater, OXbyEL Technologies was formed.

Ed received his M.S. from Iowa State University in Water Resources and B.S. from Virginia Tech in Forestry and Wildlife.

Colleen Legzdins

Vice President Of Technology

As VP of Technology, Colleen leads the technical development of OXbyEL’s proprietary treatment processes. Prior to OXbyEL, Colleen founded Axine Water Technologies, an award-winning company that has commercialized an industrial wastewater treatment process. Colleen’s experience also includes technical leadership in advanced materials development and manufacturing. She was a senior engineer and leader of the R&D gas diffusion layer team at Ballard Power Systems, the leading global provider of innovative clean energy and fuel cell solutions, and then Program Office Team Lead at Ballard Material Products, a global supplier of electrochemical and friction carbon products.

Colleen received her PhD in Metals and Materials Engineering and B.A.Sc. in Metallurgical Engineering from the University of British Columbia. She has 9 granted or pending patents in water treatment, electrochemistry, catalysis and materials, and numerous peer-reviewed publications.

Anthony J. Parkinson

Chief Financial Officer

As Chief Financial Officer, Tony brings more than four decades of executive and financial leadership to OXbyEL. His career spans investment banking, corporate finance, and company building, with a record of revitalizing organizations and driving strategic growth. He has served as President, Executive Vice President, and CFO of both public and private enterprises across industries including technology, energy, consumer goods, and environmental innovation.

Tony was a co-founder of Kronos, Inc., a pioneering technology company that developed the first microprocessor-based time and attendance systems. He also co-owned and restructured the New York Islanders NHL franchise, and as Senior Vice President of Hasbro, Inc, where he integrated and led the company’s $300M European business to industry leadership. In recent years, Tony has focused on advancing sustainable technologies and materials innovation, helping bring emerging environmental solutions to commercial scale.

Tony earned his M.B.A. in Finance and Accounting from the Wharton School of the University of Pennsylvania and his B.A. in Political Science from the University of Pennsylvania.
